Josée Roy-Froncioni, who is a Member Honoraire of the Conseil d’Administration, has stepped down as Bailli Délégué after over 20 years in post from the date the National Bailliage was formed in 2002 when it left the Bailliage of USA.

Two years ago, Josée identified Sylvia Oliveira as a possible replacement. Since then, Josée had involved Sylvia in the management of the Bailliage. Sylvia was therefore well prepared to become Bailli Délégué.

The International Board agreed that she was perfectly fit for the role, Accordingly, the promotion was approved, and Sylvia was inducted as Bailli Délégué on May 3rd at the Chapitre of the Bailliage of Bermuda.

Sylvia has been a Chaîne member since 2005. She is a professional actuary and is Chair and CEO of WiltonRe, a reinsurance company headquartered in Bermuda. She holds a BA and MA in mathematics from Boston University and is a member of the Society of Actuaries (FSA) and a Chartered Financial Analyst (CFA).

In addition, Sylvia is former chair of the Bermuda chapter of YPO (Young Presidents’ Organization) and currently serves on the Executive Committee (she was the first female chair of our Bermuda chapter.).

She is a founder and served as the first chair of BILTIR (Bermuda International Long Term Insurers and Reinsurers), a large Bermuda life insurance industry association. She also serves on the Boards of ABIC (Association of Bermuda International Companies) and chairs the Board of Open Airways, a charitable organization focused on asthma.

Sylvia is a violinist and plays in the Bermuda Philharmonic Orchestra. She is American but has been living in Bermuda for over 25 years. Her partner, Andrew Butterworth, is Bermudian and serves as Chargé de Presse for the Bailliage of Bermuda Bailliage. She has two children who are now young adults and are avid gastronomes.
